Safe housing is one of the most urgent needs for survivors of domestic and sexual violence. In Harrisonburg and Rockingham County, there is a significant shortage of available rentals — even when survivors have financial assistance to support their transition into stable housing.

Financial Security and Risk Reduction: First Step provides rental assistance and deposit support for many clients. This helps reduce the financial risk to you as a landlord during the transition period. Survivors are supported through a structured housing stabilization plan. 

Case Management Support: Each client is connected with an advocate who provides ongoing support — including life skills coaching, budgeting, employment support, and guidance on tenant responsibilities. We remain available to help mediate and problem-solve if any concerns arise. 

Streamlined Process: Unlike some rental assistance programs that require lengthy approvals, our intake and housing placement process is efficient and responsive — helping fill vacancies quickly.
